Citizens of countries that are not members of the European Union are often referred to as “third-country nationals”. This includes anyone who does not hold citizenship of one of the European Union countries, Iceland, Liechtenstein, Norway and Switzerland. This group does not include foreigners whose family members are citizens of the European Union. The stay of these foreigners is governed by special rules.
